Short-stay letting rules
in Queensland.
Two separate permissions can stop a short-stay plan, and neither of them is the one people check first.
The short answer
Two things decide it, independently. Council planning — whether short-stay accommodation is a permitted use at that address — and, if the property is in a scheme, the body corporate by-laws, which can prohibit it regardless of what the council says. Check both before you spend on the fit-out. Some councils also run registration or levy schemes.

Council first
Short-stay accommodation is a land use, and whether it is permitted at a given address is a planning question for the local council. It can depend on the zone, the dwelling type and whether the owner lives there. Rockhampton Regional Council covers Rockhampton and Livingstone Shire Council covers Yeppoon and the Capricorn Coast, and they are separate schemes with separate answers. Ask in writing, and ask about your specific address rather than in general.
Body corporate can override everything
If the property is in a community titles scheme — an apartment, townhouse or unit — the by-laws may restrict or prohibit short-stay letting regardless of the council position. This is the one that most often surprises people, because they check the council, get a workable answer, and never look at the by-laws. Read them before you buy, not after.
Registration, levies and insurance
Some Queensland councils operate registration schemes or apply differential rating to short-stay properties. Separately, standard landlord and home insurance frequently does not cover short-stay letting, and finding that out after an incident is expensive. Ask your insurer directly and get the answer in writing.
Then it becomes a fit-out question
Once you are cleared to let, the brief changes. The kitchen has two jobs it would not have in your own home: it has to earn the booking in a photograph, and survive people with no reason to be careful.
