Do I supply the appliances, or do you?

What does not work is guessing: a 900mm cooktop in a cabinet cut for 600mm is a new cabinet, not an adjustment.
Do I need council approval to replace a kitchen?
Replacing a kitchen in the same footprint is generally not something that needs approval on its own, but moving plumbing or structural work can change that, and it is your local council that decides, not us. Check with the Berwick council directly before you commit to a layout that moves the sink. If the kitchen is going into a new secondary dwelling the approval question is a different and much bigger one.
What goes wrong with cheap cabinetry first?
In a predictable order: the edging lifts near the sink and the dishwasher, then water gets into the exposed core and the panel swells, then the drawer runners start to drag, then the doors stop lining up because the hinges have no adjustment left. None of that is bad luck. It is what 16mm standard-core board with glued edging and unbranded hardware does, and it is the reason we do not sell it.
